Lal Mohan Ghose, a prominent barrister, was deputed to England to present the memorandum in person. His speeches made a profound impact on the British audience, resulting in the formation of a statutory service for India. This was soon followed by another agitation regarding the repealing of the Vernacular Press Act and Arms Act passed in 1878, during the regime of Lord Lytton, which made an invidious distinction between Indians and Europeans. The Vernacular Act deprived Indians the right to freedom of press, because it banned newspapers in regional Indian languages; and the Arms Act disallowed Indian natives to possess arms for self-defence against the English.

India could not produce too many great scientists due to centuries of subjugation. Yet, the nation has given birth to the likes of Nuclear scientist, Dr. Homi J. Bhabha who had long ago recommended building an extensive scientific infrastructure in the country, in order to catch up with the more progressive countries. The prime objective of a statesman is to render selfless service for the cause of national welfare.
