The original Air Corps request for a bomber to succeed the B-17 was not for one with range to reach continental targets. The B-17 could reach and return from carriers one day out from shore. Its successor was to be able to reach the carriers two days out, which meant having twice the range of the B-17. Obviously, world events changed this concept and the paper designs that preceded the final model 345/B-29 reflected the changes in concepts and policies.

A new Plant Two was built to the south of the existing trainer factory for the production of B-29-BWs. Boeing's Seattle plant was choked with B-17 production, but the Army wanted still more space for B-29s. It acquired this by trading use of the North American Kansas City plant, which it owned, to the Navy for use of the Navy plant in Renton, Washington. This plant was close to Seattle and had been built to produce the Boeing Model 344/PBB-1 Sea Ranger flying boat. The Navy was reducing its flying boat program and wanted more land-plane patrol planes and bombers.
