For central government, as mentioned before, a performance measurement pilot project is proposed. A senior leadership network in central government would be another mechanism for sharing learning as well as providing a focus for the training of senior managers in current approaches to change management and reforming government. For local governments access to information about innovations and best practice in other municipalities and departments may well be the most powerful tool available for capacity strengthening.
